U.S. 8th Air Force daylight bombing deep into Germany in 1943 -- suffering devastating attrition while Washington (which is to say Gen. "Hap" Arnold) delayed for many months the development of drop tanks which would finally (come 1944) allow Allied escort fighters to stay with their bombers all the way to Berlin. (As we haven't been able to discern any decision made by the crews while in the air "over" Schweinfurt -- other than to continue with the mission -- we conclude the title means "The Decision Concerning the Bombing of Schweinfurt."
